    Contract Description: 8(a) STARS III, a small business set-aside GWAC, provides flexible access to customized IT solutions from a large, diverse pool of 8(a) industry partners. This next-generation GWAC builds upon the framework of 8(a) STARS II and expands capabilities for emerging technologies and outside the continental United States (OCONUS) requirements.

    Small Business 8(a)

    Section 8(a) of the Small Business Act [15 U.S.C. 637(a)] established a business development program for small disadvantaged businesses. This act authorized the U.S. Small Business Administration (SBA) to enter into all types of contracts with other Federal agencies and allows certified “8(a)” businesses to receive sole-source contracts, partner as a prime or subcontractor, and participate in competitive acquisitions.
