Section 8(a) of the Small Business Act [15 U.S.C. 637(a)] established a business development program for small disadvantaged businesses. This act authorized the U.S. Small Business Administration (SBA) to enter into all types of contracts with other Federal agencies and allows certified “8(a)” businesses to receive sole-source contracts, partner as a prime or subcontractor, and participate in competitive acquisitions.
